Having used both whips fairly extensively I find that the bleed damage on the notched whip is really what's important. After you hit them around 3 times with the whip you'll begin to see the true damage of it, and if you have two of them it's probably really easy to inflict that bleed damage. As an example of what I mean- those things that come ... The whip has natural bleed, if you use Keen or Lightning affinity the bleed will not scale. so for Keen or Lightning go pure dex. Giving it the bleed affinity will slightly lower the dex scaling but allow the bleed buildup to scale with arcane. So for bleed affinity you go both dex(for damage) and arcane(for bleed).
