DDO being a game full of confusion, particularly for new players. Though simple testing (as you mention below) shows otherwise: you never know, this could get fixed in the near future to reflect the tree, rather than the buff bar. Start with 1 EK, 6 PM (core 2 for PM form), 5 Harper and work your way to 12 Harper asap and go to EK from there. Just use a 2handed weapon before 6, when you should swap to swf longswords, battleaxes or warhammers. Edit: correcting swf into the build, as pointed out.
