I've never done it before and I have access to the Steel Path. You can see the nodes you need to do. They're blue. Also I think when you go on your profile and check the stat star chart completion, it will show you which nodes are left (but not 100% sure) If you can access Arbitrations, you can start Steel Path.Many things are unlocked by the new war and the quests after it, including the locations you need to unlock steel path.
