The issue I found playing on hard was simply doing enough damage before the bots ran away, even when exploiting the weaknesses, and my team was over-leveled as well. I had no issues in any fight up to that point and all of the intermittent fights in Okumura’s Palace were a breeze. It is a pretty bullshit fight overall, OP.1) Clear the waves of minions using spells they are weak against. Your main target isn’t really Mammon, but his lackeys instead. The first wave is weak to fire and wind. Having Hell Biker armed with Maragi is very helpful. The green guys are weak to Curse and Psy, so make sure you have at least one strong psy/curse persona on Joker, and that Haru is in your party. Are you extending your Baton Passes as long as possible? Each baton pass increases damage by 25% so letting Haru wreck shop after 2 or 3 baton passes allows her to deal mega damage.

Personally, I didn't have much problem, if at all, with any of bosses in P5/P5R, including Okumura. Granted I only beat him in Normal difficulty and I was around lvl 40-45. My only DLC persona was Izanagi Picaro at around lvl 43 I think.Okumura's palace catches a lot of crap. But the palace and even the boss fight weren't too bad. if I had to complain about anything it would be the factory area. The time limits for the pistons provided no extra challenge whatsoever and that area was pretty tedious as whole.
