I made a post on searching for settlements. It applies to finding a new settlement. Once you find your new settlement, click on the center town thing (forget what's called). You absolutely can change settlements anytime you want. You cannot (as of right now) have more than one settlement at the same time.I think it uses the same mechanics as the frigates, so improving your settlements and doing missions for it will bimp it up to a higher class. When I find the first one, I drop a beacon. I then start flying low either north or south and keep going, searching for minor settlements visually and with the scanner. I also keep an eye out for waypoint beacons. If I find a beacon, I drop down and activate it, then fly to the marked settlement.
