On the eve of Uhura's cadet assignment ending and her announced intention to return to Earth rather than stay aboard the ship, the Enterprise is ordered to investigate the disappearance of the USS Peregrine, which went down on an icy planet and stopped transmitting in the high interference of the atmosphere. The crew's fate is unknown. Really a throw-away B-plot if a DS9 episode ever had one. But the big issue that made "Prophet Motive" so difficult to watch is all the idiotic Quark and Rom scheming, going over the "revised" rules of acquisition, Maihar'du weeping etc. This attempt at low quality comedy didn't work at all.

I think a lot of the comments and Jammer's review are too harsh. Regarding McCoy's comment, there is a certain context being missed. The analogy isn't a group of Cubans settling on an island off the coast of the USA (as suggested by others on this thread).
