I just tested on 1.12 and draconium is spawning just fine. Both of them are in the ore dictionary so that's not the issue. You'd have to open an issue on the Extreme Reactors tracker and let them know that their ore isn't spawning in the mining dimension. I have the same problem with Yellorium and Ender Ore in the Deep Dark.
