There are 9 of them in Neopia. You can buy them from the Shop Wizard, or find them as a random event. The maps are valued between 7,000 NP to 9,000 NP, depending on the rarity of the piece. Once you have all 9 pieces, you can go to the "Treasure Maps" game and piece the whole map together. It will then show you the way to the Secret Laboratory.
To access the secret laboratory, first you need to have the nine pieces of the secret laboratory map in your inventory. Although they all have the same item name ("Secret Laboratory Map"), they all have different images, and vary in price from around 20,000NP to about 250,000NP. Just luck of the draw, I think I don't notice as much when I get what I want. This is the results from my lab ray log on the pet I'm mostly zapping with the cookies: Level: -50. Hitpoints: +153.
