And only when these conditions have been met for a while already will golems spawn. Makes it very hard to track what is wrong. One reason the golems may not be dropping iron ingots is because you have to kill them yourself, kind of like XP, if you don't kill the mob, it wont drop XP. In this case, it's iron. You most likely have a linking problem. In bedrock villagers don't need a path to a bed or job block to link to it. Make sure you don't have any other beds or job blocks within 50 blocks of your farm. Or other villagers within 50 blocks that could link to your farm job blocks and beds. For the farm to work, the village needs 21 beds and a minimum of 10 villagers (having 20 makes it slightly quicker); every villager has to be linked to a bed and have access to it (being able to sleep in it). Putting water at the villagers’ feet removes the need for them to have access to the bed.I've been using the design on the attached screenshot for several versions, I constructed one in my old 1.19 world and it worked fine but it is not spawning any Iron Golems in 1.20.1. I looked up on the wiki and search results and as far as I can tell, everything about this design meets all the requirements for a Golem to spawn.

This farm design completely encompasses that area with the spawning floors that are 18x18 internal blocks. It can be an issue with smaller (10x10 spawn floor) designs though.
