This is the ground fault that makes the module think the headlights are plugged in. Did this last week when a guy brought his truck in w/o the plow. It proved he had power to the controller. He had installed his own plow side harnesses and didn't attach the solenoid ground to the ground lug on the motor.

Clean, grease, and spread the pins a bit to ensure your making good contact. make sure the motor is in good condition.
