When the vacuum builds when the engine is started, the vacuum from the intake via a vacuum line exerts vacuum on the entire IWE system all the way to the actuators. The first check valve locks the vacuum at the highest vacuum that is exerted from the engine from that check valve down. The vacuum box now holds that highest vacuum exerted also. What you describe is the exact symptom of an IWE that is partially engaged when it shouldn't be. (in 2WD, the IWE should not be engaged. In 4WD it is, thus the grinding of a partial engagement ceases) This should be rare on a Gen14 truck because Ford finally replaced the vacuum operated IWE with an electric IWE. A few months ago I added a BDS 2.5" level to the front end. Last week as I was driving I noticed a humming sound that seem to come out of nowhere and a noticeable vibration. It sounded like my tire was rubbing against a mud flap. I pulled over and check the wheels but saw nothing out of the ordinary. When I continued on my way, the noise was gone.
