I've had this request, it isn't actually specific to grass dragons. Sometimes it's a glitch in specifics. If you haven't, try merging other level 2 dragons and see if they count. If not, that does suck. ive gotten a lot of these merge dragon or egg quests and every one of them let me merge any kind of dragon.
