No, literally the only requirements are being Norse religion (and never converting out of that), and having 5 or fewer provinces at game start. And at most 200 points in the nation builder. You can be a Jurchen horde starting in the New World and still qualify for the achievement as long as you are Norse and start with at most 5 provinces.
