If that fuse is blown the car will not come out of park unless you bypass the lock and shift from neutral. My 07 has started not wanting to let me have the key. It will not let it come out of the ignition. From what I can tell it has to do with the shifter or neutral safety switch. If I start it up again and put it in reverse and back in park, it will act normal and release the key. I think it has to do with the parking pin or neutral safety.
There is a solenoid in the console that is activated when the brakes are pressed, that allows the shifter to move out of park. If the horn blows the fuse is good (same circuit). Is that solenoid making a click noise when you press the brakes.
