Bonnie also didn't have claws, even in his cardboard cutouts that depict him from before he got decommissioned. If you'll notice, all the animatronics that do have claws are predators. Also, the reason you only take the shell of Monty's claws is because his original upgrade was his legs, which when equipped on Freddy would allow him to jump.
