If the pressure is actually low and the oil level is where it's supposed to be...well there's a problem. The 3000 generally does not drag the front brakes enough to result in steering issues, unless the wheel cylinders themselves are damaged from water pitting or rust. Reinstall the bolt. Continue filling until coolant comes out of the coolant pipe. Reinstall that bolt. BTW don't forget the little sealing washer that goes under each of those two bolts. I have a friend that has a 2000 Kawasaki 2510 Mule. He has had a problem with it overheating after a short drive. He took it to a dealer and the replaced the radiator cap, T-Stat, fan switch, head gasket. System has been flushed and the T-Stat does open and there is flow.
